Memorandum of understanding signed between CARICC and SCO Secretariat

A Memorandum of understanding between the Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC) and the Secretariat of the Shanghai Cooperation Organization (SCO) was signed at CARICC Headquarters in Almaty on 18 March 2026.

It was signed by Mr. Makhmud Khamidov, CARICC Director, and Mr. Nurlan Yermekbayev, Secretary-General of the Shanghai Cooperation Organization.

This memorandum strengthens cooperation between CARICC and SCO Secretariat in countering illicit drug trafficking, including new psychoactive substances, and fosters coordination among regional countries in this field.

In line with provisions of the memorandum, parties intend to develop cooperation in the following priority areas:

– exchange of information and analytical reports on topics of mutual interest, subject to approval by member states and participating countries;

– organization of meetings, workshops, conferences, and roundtables;

– joint events and prevention campaigns aimed at capacity building within the scope of each party's mandate;

– development of expert and analytical interaction.

Implementation of the memorandum will contribute to enhancing effectiveness of regional and international cooperation, strengthening information-sharing mechanisms, and developing coordinated responses to contemporary challenges and threats related to illicit drug trafficking.

During the meeting parties also discussed proposals for strengthening cooperation between two organizations, including through measures outlined in the memorandum. Particular attention was paid to prospects for expanding practical collaboration, boosting information sharing and coordinating joint initiatives in tackling drug trade.

CARICC will continue its consistent efforts to expand partnerships with international and regional organizations with a view to promoting security and stability in CARICC participating countries.
